SAN ANGELO, Texas —Peggy Payne gestured at the yellowish stains up by the slightly bowed ceiling.

The 88-year-old woman has lived in her knickknack-filled house on West 11th Street since the early 1950s, and the stains showed where rain had seeped through the roof.

“The last time it rained good, it leaked,” Payne said.

Her sons have helped patch the roof time and time again, about half a dozen times, but to no avail.

“They pop up somewhere else,” Robert Payne said, sitting in the living room with his mother. “We’ve been patching it about three years now.”

Seated in the sofa chair in the corner, Peggy Payne said she felt a relief — her worries about rain were set to come to an end.

In the first half of November, the city of San Angelo announced a plan to renovate roofs on 60 homes in four neighborhoods.

This month, the week before Christmas, a new roof was in place for Peggy Payne’s house. Fresh shingles replaced the worn out patch jobs that had been visible from the ground.

“It’s on,” she said. “The roofing looks wonderful. … I can’t believe the house is looking like this.”

The city received $100,000 for the repair program from the San Angelo Health Foundation, channeled through the city’s Neighborhood and Family Services Departments. The city is matching the money with $100,000 from an affordable housing fund from the city of San Angelo Development Corp. The corporation administers San Angelo’s half-cent sales tax.

The funds are intended to help homeowners whose income is classified as low or moderate according to U.S. Department of Housing and Urban Development’s annual income limits.

West Texas Organizing Strategy helped identify the target homes, which are in Blackshear, Fort Concho, Reagan and Rio Vista neighborhoods. The city has targeted all of those neighborhoods for revitalization.

Leaking roofs are more than an irritating wet mess, Robert Salas, the director of the city’s Neighborhood and Family Services Department, said.

“Faulty roofs that leak cause extensive damage not only to the roof foundation but to the interior walls,” Salas said in a news release explaining the program. “Moisture from leaky roofs also allows mold to build up, causing health problems for families. A windshield survey of the homes in the revitalization target areas shows a great need for immediate roof repairs.”

Peggy Payne’s husband, Albert Payne Sr., died in 2004. Robert Payne, a self-employed businessman, travels the country, but he keeps tabs on his mother. He teased her in the home about staying busy all day doing nothing but dusting the trinkets around the house. She turned away smiling.

“We have fun,” Robert Payne said.

His brother Glenn Payne comes over on occasion, but doing a solid patch on the home can take two and half hours out of the day, Glenn Payne said. The roofing business has grown more expensive, Robert Payne said. At one point, he said, fixing the roof would’ve cost $1,800, and now the cost is more than six times as expensive, he said.

Peggy Payne’s house has been part of renovation projects before, mostly with painting. Now though, after being on the list of various community housing renovation projects for years, Peggy Payne said she looked forward to not needing to place buckets under a steadily leaking roof.”
